saltire shield'To my knowledge, there has been a Scottish majority in this House in favour of Scottish temperance reform since 1885 - a majority which, being a minority of the House, has always been voted down by the English Members. So the Scottish Members have found it impossible to make effective the mandate that they have been given.'
