It is as though they are dealing with some backward country, instead of a modern country, where far more people have gained property rights over the past 20 years or so, particularly with regard to home ownership--perhaps it has grown at a faster rate than in the rest of the UK. They sound as if they are planning some revolution to turn land ownership upside down in Scotland. Dr. Lynda Clark : I am puzzled by the hon. Gentleman's remarks.
