'Mr Whitton, who was reported to have had a stormy relationship with Mr Rafferty, alleged in a newspaper that the former civil servant had played a part in Mr Chalmers' downfall. The chief media adviser was then forced by Mr Dewar to issue an unreserved apology following a threat of legal action by Mr Rafferty.'
