Following the election in May 2003, Jack McConnell made a number of changes to his ministerial team:
Iain Gray, Minister for Enterprise, Transport & Lifelong Learning had been defeated in Edinburgh Pentlands by David McLetchie. Gray's Enterprise & Lifelong Learning brief went to the Deputy First Minister, Jim Wallace, while his Transport brief was transformed into a new Executive post for Nicol Stephen, although with the salary of a Deputy Minister.
Cathy Jamieson was appointed Minister for Justice in place of Jim Wallace.
Peter Peacock was promoted to Minister for Education & Young People in place of Cathy Jamieson.
Lord Watson of Invergowrie was sacked as Minister for Tourism, Culture & Sport with Frank McAveety promoted to replace him, although with the salary of a Deputy Minister.
Margaret Curran's brief of Minister for Social Justice was renamed Minister for Communities.
Euan Robson was appointed Deputy Minister for Education & Young People in place of Nicol Stephen.
The number of Deputy Ministers for Health & Community Care was reduced from two to one. Tom McCabe was promoted from the backbenches to replace Frank McAveety, while Mary Mulligan was transferred to Deputy Minister for Communities, replacing Deputy Minister for Social Justice, Des McNulty, who was sacked.
Tavish Scott was appointed from the backbenches to replace both Euan Robson as Deputy Minister for Parliamentary Business and Peter Peacock as Deputy Minister for Finance & Public Services.
The post of Deputy Minister for Tourism, Culture & Sport was scrapped with Elaine Murray returning to the backbenches.
